May 2017 - 4 of us took our bicycles on the PATCO from Woodcrest to 15-16th and Locust. Avoided rush hour. The tricky part was finding the elevator from the concourse level to the street level. It is not the same elevator as the one from the train platform to the concourse level. Look for the exit to 15th street before exiting the PATCO gates.
The handicapped accessible elevator on the street level is in a classic looking kiosk on the wide 15th St sidewalk outside the Fado Irish Pub. It's not noted on any maps we saw.
From that PATCO stop, it's not far to the Schuylkill River Trail which is great.
